The Army has put me in over $12,000 in debt by making me stay in my apt. but not paying me BAH!!! Help?

When I was going through my divorce I was staying with some friends. My exhusband made allegations about me commiting adultery, actually it was him who had. After the allegations got squashed my squad leader told me I couldn't stay with my friends anymore and ordered me to go get my own apt. or he was taking me to an extended stay place and checking me in. I argued that when I got divorced I would then be in a lease and having no BAH but he still ordered me to follow his command. So I got an apt. and about a month and half, fortunately, I was divorced. My Commander and 1st SGT told me I was going to stay in my apartment until my lease was up and my BAH would change to w/o dependants. When they put the paperwork in, about three months later cause they are lazy, finance took my BAH away completely. They said it was becuase I'm a PFC and not entitled to it because I have no dependants. So they told me I owed them over $3000 in back BAH. Then my SGT got a hold of appropriate paperwork to turn in to get my BAH. It's called an exception to policy. I originally turned it in Dec 03, 2010. After much frustration and them losing paperwork or my having to redo it becuase I moved companies before it got all the way to the Col, and battalions three times between Dec and Mar. I turned it into my current Company, Battalion, and Brigade on Mar 7, 2011 and have been patiently waiting but been very persistant on asking where it's at. Mind you I have had no BAH since Nov and they are taking the over $3000 I owe them back out of my paycheck every month. Yestereday, June 7, 2011 I got told my paperwork was denied and I was **** out of luck. JAG told me I was **** out of luck and could file with the Correction Dept. but I would hear from them for at least a year. Someone please help me! I got royally screwed by following orders and waiting so long for 4 signatures!!!!!
